The clearest Nactation for the 13/9 10/8 play is D (Down). This letter describes a move in which both halves (or all four portions) are played to or within the outer board. [Lower case "d" is relegated to 13/9 13/11 because Blue retains one fewer point.]

L (Lift) is also fine (even without assumption). There are three ways to lift a blot (10/6, 9/5 and 10/8), but as 13/9 10/8 is the only way to create an extra point (the "most" in the hit-most-6 rule), that play earns the capital L. [Note that the point to which a blot is lifted is defined as the blot's final destination, else 9/5/3* would be in the L family.]

If you don't mind using numerals to designate plays within nacbracs, 8 (for 8pt) seems easier to understand than L.

You are correct that O (Outer) would be wrong. O = 13/9 8/6, and o = 13/11 9/5.

Regarding the other play, 24/22 13/9, either S or Z can be used for 24/22 13/9, and (as you say) S is generally preferred. There are contextual exceptions: e.g., for simplicity's sake I chose to use Z to describe that play for both diagrams of this post rather than use S for the diagram in which 24/20 is blocked and Z for the other diagram.

In short, your nacbrac of [L S74] <2 is fine. My recommended nacbrac is [D S74] "<2. The double quotation mark stands for XG2; without it suggests the rollout was performed instead with XG1 (though I suppose not everyone cares).
