The "hit/most/6" rule (i.e., the hit convention, the most-points convention and 6pt convention prioritized in that order) was created in the (late?) fall of 2010, (in any case sometime after August, when the older post was written). It solves a lot of problems with which I had been grappling. As a consequence of the rule, the best plays earn the capital letter far more often.
In short, if there is a blot on the 7pt, O = 13/7* 8/5(2), and o = 13/10(2) 8/5(2). If there is no blot on the 7pt, O = 13/10(2) 8/5(2) by virtue of the most-points convention. In a similar vein, for 54D-44, B = 24/16* 13/9(2), b = 24/20(2) 13/9(2), C = 24/16* 13/9(2) and c = 24/20(2) 13/9(2). The hit overrides most points.
