?Online tournament rule

What if a player is going trough a bad luck period at the moment (those who play a lot know that rating ups and downs are quite normal in backgammon)?
Let's say for example that a player is 1820 and his true strength might be 1900+. Is it OK for 1990 player to insist on playing unrated just because the 1820 player is slightly under-rated at the moment? Where are we going to draw a line?

In my opinion all official matches (like IIBGF, Nations, etc.) should be played rated as long as both players' ratings are established (with more than 400 experience).
