I feel strongly that tournament matches of any kind should be played unrated if one of the players insists, regardless of how many points separate the two players, or if they are underrated or overrated, or whatever.
A tournament is conducted for the purpose of determining a winners/placers/cashers, and/or to determine a proprietary rating independent of the play site's rating system if it is part of a league. I know of no other purposes that a tournament serves.
That said, it seems intuitive that a tournament, particularly one that is directed by someone who is not the administrator or proprietor of the play site itself, should not have any say as to whether or not rating points be put at risk by any of its players, unless they BOTH agree to do so independently. Playing rated in this scenario should be viewed as an optional side bet voluntarily and mutually agreed upon by both players, since rating points won or lost will have no bearing on the outcome of the tournament.
If the option exists to play unrated, and one player insists on such, then should the consequences for declining to play rated (which exists in non-tournament matches at no consequence) be a forfeiture of the match by force (or a withdrawal from the tournament altogether)? This standard would not be good for business, as it would exclude players who prefer to keep their options open.
