I think you can ignore the Luck base rating cause it is only displayed to calculate the Luck based ELO from the two Grid ELO's supported within the file

However the Luck (Cost) can be close or similar to it particularly the two players performances are not that far away and there is a lot of discussion about it on the forum and this is one more ;)(Variance reduction and luck). For a particular match it sounds strange the bot (on its highest plies) tells u Player A threw away more winning chances but needed less luck to win. So its up to you to interpret this. For myself I only look for the luck results after a long (and never ending) series of matches. For any particular match the difference between luck and errors cost can have many reasons. Different plies during the analyzis of course, complicated positions or easy positions where the bot thinks they are complicated..
