This is an extreme case, and drawing a line is obviously difficult. Simplest solution is just to let rated matches to be preferred but not mandatory.

What you are describing is, as you've noted, an extreme case.
As long as both players' ratings are established (which is the most common case) I see no valid reason to play unrated. (established = 400 experience or more)
Especially given the fact that the GG rating is one of the conditions for playing in particular IIBGF division.
