There is a 170 point difference between the two players. Also, the higher rated player I don't think should be categorized as someone who is "basically sitting at his 1900 rating and 1800 guys don't have opportunity to gain points needed..." The 1900 player plays on a daily basis at GridGammon, and the large majority of his matches (tournament and non-tournament) are played rated. Also, the 1900 rated player should not soley be responsible for making points available for lower rated players so they can make the cut in the next IIBGF Master Norm tournament, as Leo is insinuating, as there are more than enough players closer in rank to the 1800 player to win points from. Also, the 1900 player plays in more tournament matches then most players on GG do.

Lastly, one can easily ask the converse: "Is it nice for 1800s to enforce only rated tournament matches?"
