i dont know which 1900 player u have in mind...but i have one player in master norm who hasnt played a rated match in iibgf tournament master norm...

opps all agreed to unrated np..but is it ok for him to sit for ever on his 1900 rating...

Of course it's not OK. As long as the GG rating is used as a criterion to enter people in particular IIBGF divisions it's only logical to play all matches rated. If for example you lose them all you deserve to have a lower rating (possibly forbidding you to play that particular divison in the future).

But I've seen worse cases. Guy you are describing plays ALL of his IIBGF matches unrated. He is probably just protecting his rating but at least he is consistent.
But I know a guy who SELECTIVELY decides whether he's going to play rated or unrated, his only criterion being difference between his and his opponent's rating. In my opinion that kind of rating protection is just plain rude...
