Rating formula feature

The ratings formula has a "ramp up" feature to help bring new players to their proper rating more quickly by magnifying the rating changes of those players. I think another useful feature would be "tamp down" for opponents of those players: "If you play someone that has very low experience, then your rating change (up or down) is much smaller than normal."

That way if a new player's rating is not very accurate, your rating won't be unduly hurt (or helped) by playing that player.
