Ratings inflation

On FIBS, the main source of ratings inflation is from accounts that have been abandoned. That's because more accounts with low ratings are abandoned than accounts with high ratings. Those accounts are eventually deleted and that leaves the average rating of remaining accounts above 1500.
If you were lucky enough to play some of those weak players when they started out at an overrated 1500, you benefited by winning more (or losing less) rating points than you would have if there were rated correctly.
A "tamp down" feature would reduce the amount of points awarded from weak players who are initially overrated. So I think it would reduce ratings inflation, wouldn't it?
