He said RAISE...VERBAL action takes precedence. Like in BG when you say DOUBLE..you must double.

Therefore, he said RAISE and raise MUST be..but thing is he holded the best hand on the last street card (river) and pretended he thought he should have called in order to deceive opponent into calling it.
