Also I guess I don't know what all in means if someone is all in but isn't.

I'm not sure what part you're talking about so I'll explain both ways you could mean it according to this video. I believe at one point, when Tony G reraises, he announces 'All in'. Well, since it's pot limit he can't technically move all in ... however ... Since Hellmuth has ~9k left after calling Tony G's pot bet he's all in without being all in. If he simply calls there's not a flop that could come where he would fold and there's no chance in hell both of them would check it down so even though he's not technically all in, he's all in.

Was TonyG's first bet actually done without lookng at his cards? Does he think that is good strategy somehow, are the stakes too low for him to play seriously, is he just stupid, am I missing something else?

Here I assume you're talking about Tony G's re-straddle. (Tilly was the originally straddler) A straddle is a voluntary blind bet. It's basically a blind raise that forces the action to start to the left of you so that you'll be last to act preflop. In general only the player left of the big blind can straddle and if that person straddles then the player to the left of the under the gun has the option of putting the double straddle on. This is a pretty rare occurrence. Rules do vary from casino to casino so it's best to check if you don't know when sitting at a table.

The straddle can be a profitable play but not at this table. Here it's more or less tossing money around because they can - it feeds the action creating bigger pots which is of course ideal for tv. On some poker shows you'll see the entire table agree to make straddling mandatory so in effect every hand you'll have small blind/big blind/straddle creating more money in every pot from the get go. This will affect preflop and postflop play greatly.
