I look at the positions and compare. White is clearly more efficient, but a 1 pip penalty seemed too small and 2 pips too much so I settled on 1.5 pips.

Penalties for extra checkers and slight distributional effects are small when there's this many checkers and pips. Blue is penalized slightly for having an "extra" checker on the 2 and 3 pts and for having one less checker off.
