8 roll minimum

Two double 1s for each player would work, except according to the rules opening 11 has to be rerolled. The minimum sequence seems to be 8 rolls:

61A-11Q-44z-11E-11N-61N-11N-64R

Translated to traditional notation: 1) 61: 8/2 6/5, 11: 24/23* 8/7(2) 6/5; 2) 44: Bar/17*/9, 11: Bar/24 6/5(3); 3) 11: 8/7(2) 6/5(2), 61: 13/7 6/5; 4) 11: 8/7(2) 6/5(2), 64: 23/13.

An easier way is to use one of the 5-roll sequences (I've mentioned before) to repeat the opening position and tack on four double 1s, but that requires an extra roll.
