If you look at the set of all 52 pip bearoffs, you can think of the fact that Blue has only two men off as a consequence of his poorish distribution, or you can think of his distribution as a consequence of the fact that he has only two men off. They're clearly related phenomena. In fact Blue's position is nearly optimal among 52 pip bearoffs with 13 checkers left. So I don't use a separate penalty for extra checkers left.

I suppose one could approach these problems by penalizing for extra checkers, then adjusting for any "additionally bad" distribution beyond what's implied by the actual number of checkers and pip count. In practice, though, I just eyeball the distribution and don't worry about number of checkers.
