Yes, it is allowed when the other team changes pitchers. It is not symmetrical, but it is elegant and efficient.
The main reason a pitcher must face at least one batter is because pitcher changes take much more time that pinch-hitting. The rule is made to speed the game up. Often a pitcher is brought in to face a batter that has a weakness against him, which leaves the opposing manager with a decision on whether to pinch-hit for the current batter and lose him for the remainder of the game or leave him in to face his weakness and have his bat available later in the game.
There are many intricate factors that go into the decision such as: the score; the inning; the base/out situation; the next batter or next two batters; the opposing teams remaining bullpen; the pinch-hitters you will have available for later in the game, etc.
