Below is a variant that probably meets your qualifications. If Blue comes up (24/21) with the fourth 3, White still has 1s and 2s to hit on her near side, but she has a 6 with which to hit instead of a triplicated 5.

As a consequence of that change, 9/6 is .054 better than 24/21, instead of being .008 worse, a swing of .062.
