I have some idea since I was on the staff - but I was not involved with the tournament direction at all, so I am not 100% sure - but 90%.
So, basically we were looking for a final four bracket (the 8-0's,7-1's, 6-2's). So, the top tiered results all went to the main playoffs, and were played off until we got to a final four - the lower scoring players playing off to reach the level of the 7-1's. This is why the main playoffs fed into the consolation playoffs until there was a top 4 for the main finals.
The consolation playoffs were all the remaining players with 5-3 or better, plus the feed ins from the main playoffs - this was then set up as a direct elimination until we get a final 2 for the consolation finals.
The swiss part refers to the opening 8 rounds, and modified is the playoff format after the initial 8 rounds.
As a rule we were seeking the top 40% of players to hit the playoffs (main and consolation), and take it from there. Obviously after 4 losses you are out of the swiss, as you cannot possibly get a 5-3 record.
Confusing? A little. Enjoyable? A lot.
