Scramble Position from Beltway BG 12/03/11

These are the type of positions that I find very difficult to analyze OTB. What play generates the most shots, what play has the best chances to pick up a second blot, and what play generates the most wins after hitting a shot? I would probably play 13/5, because slotting and making the 5 seems useful, but would not be surprised if that would turn out to be a blunder.
