After 13/10* Blue has a racing advantage, so I see no reason to put it at risk by splitting to the outfield if there is a safe alternative. Probably 43 or 32 are better played X (hit & split), but this one looks like a no-brainer D (13/10* 13/7) at any score.
Or am I missing something?
