Proctors?

Are those matches actually being proctored by someone in the room with the player, or is the proctor watching online?

From the rules page at IBC Rules

"Every scheduled match will be monitored in person by the Federation designated proctor in order to insure compliance with all rules, particularly in respect to not using any aids during play. Each player is required to accept his Federation/Organization proctor designate and matches are not to begin until the proctor is present."
