13/11 13/10 gets maximum ammunition for attacking on the all-important 6-point, duplicates fives (and fours to a smaller amount), keeps the also important bar point, unstacks the mid when all other points are stripped. It seems right by a substantial margin.

Doesn't seem hard once one has seen it, but I might have missed it OTB though.
