I'll assume the quotes you're referring to, ", don't happen as a stand alone but like this: "^
In that instance it means the rollout is an XG2 4-ply rollout.
As for the equal sign, again on the assumption I am guessing correctly as to where you saw it since you didn't provide any direct example, it means the plays within' the nacbracs are tied. For example if you look at the Snowie rollout of an opening 43 on this site you could nacbrac it as [D=Z S2] 15k.
