I found just one typo (not counting the failure to italicize the lower-case w for the low-ranked bar/23 8/2 play that you yourself caught). I'll mention it in case it might confuse someone. In the first paragraph under the diagram, the second sentence should read:
Rule 1 gives priority to those plays that slot the 4pt or 5pt, but does not give precedence to either.
The word "not" had been omitted.
I'll add some further clarification to Mike's fine post:W (Wild) means to move on the far side of the board (checker played must end up as a blot) and slot an offensive point. Being on the bar does not alter the function of W; the entering portion still qualifies, of course, as moving a checker on the far side.
$ (Slot) on the other hand, subtly adjusts its meaning when a checker is entering from the bar. Assuming there are two portions to the move (i.e., a non-doublet is rolled), the entering portion replaces the (otherwise present) down component of the move. That is the reason the W and $ families exactly parallel each other in the featured position.
When the player has no checker on the bar, W and $ have their normal divergence. For example, with an opening 41, W = 24/20 6/5, whereas $ = 13/9 6/5.
This post provides a similar example. Style letters such as H and $ can be used more flexibly when a checker is on the bar. It would be entirely misleading to use H, say, in the position diagrammed below to describe 24/21 6/4*, but if the back checker is on the bar (instead of being on the 24pt or elsewhere on the far side) then H, relieved of its obligation/ability to both hit and come down, is a perfectly fine way to nactate bar/22 6/4*, just as $ is perfectly fine for bar/23 11/5 in the 32D-51$-31H-31X-62 position primarily under discussion in this thread (and diagrammed at the top of this post).
