I think the argument can be better phrased in terms of known cards. Sometimes bidding or play allows you to place certain cards in one hand, and others in the other (can also be number of cards in a suit). Then each hand has also unknown cards. You can then place key cards in the hand with the larger number of unknown cards.
In the example, I don't think we have information that helps us to conclude whether the ace or diamonds is more or less likely to be in the west hand than the queen of diamonds, so I think this part of the bridge column is wrong.
