The IBC grappled with this very question. Here is what we decided as stated in the rules:

FORMAT- The Tournament format will be single elimination with early rounds played as a series of best 2-out-of-3 matches for 11 points. The semifinal and final rounds will be played as a series of best 2-out-of-3 matches for 13 points.
