In that case, asking what the "best anchors for the strongest backgame" are may be the wrong question.
Below is a position that could arise for example from the sequence 54S-41H-44S-53>-62P-42K-54>-41. If one blindly uses the "rule" that a 1-4 backgame is better than a 1-5 backgame, then one might try bar/21 22/21 here, but I believe that bar/20 is much better. I think the only plausible alternative to bar/20 is bar/21 6/5*.
If you're the victim of this kind of blot-hitting contest, then typically your opponent's position will be undeveloped, because she will have been so busy hitting your blots that she will have had scant time to build any structure. The position is thus still very fluid and you should not think that the first two anchors you make will necessarily be there for the rest of the game.

The "which anchors" question applies more to positions like the one below, where the backgame is mature and you have a choice between a 1-3 backgame and a 2-3 backgame. Here your timing is not ideal for a 1-3 backgame, so I would go for the 2-3 backgame with bar/22 24/23.
