Last week in Canada the Frame rate from NY was probably 15-30 FPS so pretty much full motion video. The Upload speed from NY had to have been pretty good. That would have meant that the high frame rate would have been going overseas as well. Bandwidth issues going overseas probably didn't allow for the full frames to be successfully transmitted so it was very choppy for viewers.
This weekend the frame rate here in Canada seems to be 1-3 seconds. My guess is the streaming software and servers have compensated for the much poorer connection be reducing the frame rate. The fewer frames going over seas probably allows the stream to keep up and not be choppy.
In the future it should be investigated to drop the frame rate from full motion to something less, so that viewing is more acceptable for a larger audience from around the world. 5 FPS might not be so bad. This is usually configurable in the streaming software. I know MCG and I played with frame rates and resolution previously (I think MCG use to stream) to compensate for really bad connectivity.
