There is no exact correspondence. Many people think that PR tends to be slightly higher than ER, so someone who averages an ER of 7 might average a PR of 7 or 8. But this is not a hard-and-fast rule.

What is a expert players PR? or world class players?

This is a matter of opinion, but take a look at Iancho's chart for some data. (Surely you've done this already? That post has been viewed about 700 times.)
