As I said in Praxis (phrased a bit differently), "Always Hit" is just a strong form of "When In Doubt, Hit." It really means "When In Doubt, Hit, But Have Less Than Your Usual Doubt About Hitting."
Hitting is pretty obviously wrong once you look at the position without benefit of rules. It's risky and it doesn't gain enough when it works. Blue isn't desperate enough yet to leave 19 shots at three forward blots, in return for a what, 31-number shot at a four-point board if White rolls one of the 9 fanning numbers (31 or 30 to improve the board, depending on how you play 55)? Even if the parlay comes through, Blue still has three checkers to maneuver home, with only 5's and 3's to move to White's outer board.
So at the table, you play 10/6 first (hopefully seeing and rejecting 10/5*/1), then you have to choose between 23/18 and 8/3, both of which are reasonable.
