GNU 2-ply and GNU 4-ply differ quite a bit here, with GNU 2-ply being almost inclined to pass. A rollout is needed, I think.

So maybe 13/9 6/5 isn't too loose after all. Not sure why I missed 14/8 as an option; I guess once I started thinking about bold moves, 14/13 dropped off my radar screen.
