Sure, if you assume the person would have bothered playing with you at all if the game were honest and they weren't cheating you. These people already got compensated for all of the hands they lost to the cheater(s), even though they would have lost some of those hands even in the absence of cheating. So they want to get back every penny on the hands they lost (which is overcompensation) AND get paid extra on some of the hands they won as well. That outcome bears no relationship to what actually would have happened in a parallel universe where no cheating occurred.
