I am not sure what gnubg_ts.bd is, however, for the 1-sided race db that extends from the 13-pt, instructions are as follows:
Download the massive 1-sided race database that extends from the 13 point. The file size is 1.6 GB and took me about 3 hours to download on very fast DSL.

When you start the download, make sure you save that file in your GNUBG folder.
The name of the file you are downloading is "os13.bd".
After the download is complete, do not open the file but locate it within your GNUBG folder and rename it to "gnubg_os.bd".
If you have GNU open in the background, close it and restart it.
To verify that you have successfully installed the database, click "Analyze" / "Evaluation engine", and you should see something that states: *On disk one-sided bearoff database evaluator: -generated by GNU Backgammon -up to 15 checkers on 13 points (374421160 positions) per player...
