The gameplan appears to be to take advantage of White's pip lead and advanced point by playing for a priming game.
13/7 13/11 is fine when it works, but getting hit is costly against an opponent who has 10 in the zone.
13/5 is a safe play that brings a builder to bear on the inner board.
Also, unlike 13/10 13/9 and 13/8, you don't aim at an unmade inner-board point with 13/11.
In an analogous position, gnubg 2-ply evaluates 42P-55P-63 [L D6 S48]/e. (Rollout in progress.) You could play 2 down, slotting the bar and aiming at the open 5-point, but gnubg prefers the safe play.
