I agree that 13/7 12/7 looks normal. But my tingling QF sense is not telling me it's right to leave a blot with 13/7 6/1, despite the duplication of threes. Blue's prime is broken; White could hit and win going forward. And 6/1 removes Blue's only spare for playing both fives and threes.
The other play to consider is 12/6 13/8, which looks as odd as the third checker it puts on the 8 point. However,
(1) 12/6 13/8 -- 5/36 numbers leave a blot next turn: 65, 63 and 44. 13/7 12/7 -- 2/36 numbers leave a blot next turn: 55 and 33. That argues for 13/7 12/7. But
(2) 55 and 33 are particularly good numbers after 12/6 13/8 since they clear the 8 point. So they are relatively worse after 13/7 12/7. And
(3) fives and threes are Blue's biggest problem numbers. Once the 8 point is stripped (and after the 8 and 7 points are cleared) they must be played from the 6 point (or with 3/off and 5/off, but those points only have one spare each now). So they may be problem numbers for a long time. 13/7 12/7 strips the 8 point and leaves only one spare on the six point. 13/8 12/6 leaves a playable spare on the 8 point and puts a second spare on the 6 point. Also,
(4) after Blue clears the 8 and 7 points, ones, too, will have to be played from the 6 point. That's a lot of burden on the 6 point! And finally,
(5) 12/6 13/8 is half a roll closer to completing the bear-in.
