Interesting problem. If we were considerably ahead, I think the best play would be 20/8(2), extra spares and only one far point to clear should be more important than the extra landing place we get after 20/14(2) 13/7(2).

Here the race is quite even, and building something in front of Stick's anchor has value. I might be succumbing to what Bagai calls "the inflated comparison" here, but my vote goes to 20/14(2) 13/7(2)
