Generally speaking, if you're losing, you should be looking for the upside, and if you're winning, you should be worrying about the downside.
Here, you're losing. The upside of turning the game around with a hit is huge. Getting hit is unpleasant but since you're already losing, the amount that it loses is smaller.
Now if 19/18 gave your opponent a lot of very good rolls and only increased your winning chances with a few rolls, then it would be bad. But there aren't that many devastating rolls for White after 19/18. Overall you get a lot more shots by splitting.
