There's several factors here, but the most important is the closeness of the race. The 678 structure helps, but it will often have to be broken to make inside points before both points are cleared anyway. After Blue makes the two outside points, he is more or less stripped outside, which means the timing isn't really in his favor. However, the race is so close that timing is a rather esoteric concern anyway. White may be the first to give, breaking either his 5 point or his midpoint. If White runs off the 5 point, the 678 structure will help for attacking, and if he leaves a shot in the outfield, then the 14 & 13 will get a double shot at it. So the 14 point is more of a liability, but it's a partial asset.
Note that doubles bigger than 2s clear both outfield points. 11 transposes (so does 61), so it's only on 22 that Blue really wishes he had run. This decision is pretty close. With a bigger race lead (4 more pips?), Blue should probably run.
