I think a further desirable reason for stopping the clock after cocked dice is that some players are prone to shaking their dice inadaquately, if at all, after rolling cocked dice. (Having a more generous delay time may also help here, though a shorter delay - probably 9 or 10 seconds - combined with a longer reserve is fairer generally IMO. And I'm not just talking about Speedgammon.)
Implementing this rule would nullify the advantage that one player enjoys (thicker chequers excepted) from rolling into the outer boards. (Alternatively, allow rolling either side.)
Like Chuck, I have never agreed with Stick's "learn how to roll" stance. There is one group of players who know how to roll, and it would be great if more directors required this dubious lot to have to roll through a baffle box (which morally should be a right anyway in tournaments). If you roll properly then you WILL roll cocked dice more often than a player who is less concerned with a truly random roll. (Again, a baffle box - set up next to the outer boards - can help greatly here.) As they say, the person who never misses a flight is spending too much time waiting at airports.
