After the hit 24x23 13/9, white will have a forceful blitz with most 2’s, 4’s and 6’es. Blue has 3 blots lying around. Anchoring on the golden point gives blue the better position.

Blue is behind in the race, has a better board, an anchor, and there is a blot in the white board.
All clues for a risky play are there.
The main positional goal here is making the 9-point.
After 13/10 11/9 blue has a lot of (blitz) returns , so the initial risk of 20/36 is heavily reduced to about 18%.
The reward of the play (making the 9-point or getting a succesful blitz) is high.

The chance of blue making a 6-prime is higher than 80%. In those cases blue’s winning chance lies somewhere between 70% (1 checker closed out) and 100% (2 checkers closed out), let’s say 80%. Without a 6-prime white has some extra chances, let’s give him 50% then.
The total white chance is then about: 80% * 20% = 16% and 20% * 50% = 10%, a total of 26%, at equal score it seems like a borderline case.
