I had to read your sentence about six times before I understood what you were saying. Translating into plain English, you said:

22/13 is better than 13/9 6/1. Either play leaves a direct shot, but after 22/13, the only way White can hit is by picking and passing. This is better than ruining our board and allowing White to hit on the midpoint and playing from the anchor hoping for a late shot.

Assuming I've translated correctly, my counter is that White doesn't have to pick and pass. White can bring her checkers down and wait for an opportune time to attack. A single checker doesn't defend as well as an anchor does.
