Why clocks aren't used at all tournament levels

I tried to summarize some of the arguments against clocks here. I also know that Bill Davis wrote an article in Chicago Point about a year ago ranting against clocks, but I think you have to pay to read it.
Ultimately, the real answer is cultural. Historically, backgammon has largely been a gambling game, played in 'places of leisure'—either for casual entertainment or in gaming halls. Unlike chess, it has not been viewed as a touchstone for exceptional intelligence or skill, living in the rarefied atmosphere of tournament halls and formal contests. Many of those who are attracted to backgammon for its association with leisure culture do not want to see that culture changed, and they (correctly, in my opinion) see clocks as a threat to that culture. There are enough such people, and clocks are a recent enough introduction, that clocks are still not used in all tournaments.
