White is behind in the race so has a timing advantage. First priority would be to extend the prime. With that in mind, 13/7 does the least for extending the prime and should be the weakest.
White can extend the prime by slotting the back of the prime (13/9) or by making the 4 point (keeping the 8 slotted). If you slot the back of the prime, the spare 2 can be played 13/11 or 24/22. 24/22 will mean getting attacked, which means delaying the extension of the prime, and should therefore be weaker than the other options.
Between 8/4 6/4 and 13/11 13/9, the latter creates many more covering numbers and therefore is likely to be correct.
