Your question is about the 5/2 play with a centered cube or with Blue owning the cube. Part of the answer is that whenever White doesn't roll a 6, Blue will double White if Blue has cube access. So in those 25/36 sequences, it's doesn't matter at all whether Blue plays 19/16 or 5/2. He doesn't need the third builder to make White pass.

The other 11/36 sequences may be more interesting.
