Right, so it seems, since if White doesn't roll a six and Blue has already cubed it's obviously better to have 3 builders than 2 bearing on the ace point. That would explain why bar/16 is the clearly better play when White holds the cube.

Blue's immediate returns when White rolls a 6 don't seems to matter much, so, possibly, when White has cube access, and White rolls a six, and Blue doesn't hit back immediately, Blue has a better take of White's double after playing bar/X or bar/X 19/X than after playing either bar/X or bar/X 16/X, as Neil said.
