This looks like a tactical position, with a lot of mutual hitting going to happen (one checker back on each side, many checkers in the zone, additional board points, no primes points to a tactical position). Blue should therefore not put his back checker in a vulnerable position. B/23, and keep it there.

Then both 13/8 and 6/1* are consistent with the requirements of the position. Usually it is a good idea to get the first hit in, so 6/1*. If hit back, we may anchor, and White's attacking plan would be out of the window (and no real priming chance). Therefore the downside of exposing two blots is somewhat limited.
