Is it part of the definition of O that you don't Jump with the checker you played Down ?

Good question. No, that is not part of the definition. The same checker can make both portions of the move. You probably asked the question because you are wondering why Mike did not include 9/4 in the O family. The reason is only because for Nactation purposes the 3 (the larger number) is played before the 2. See my note here under (2).
