Don't know if that's the case.

I stop rollouts when JSDs are greater than X, usually 4, a value which I understand is fairly high, so that I can have some confidence in the outcome of the rollout.

Seeing the JSDs readily gives me an idea of what's going on. I think people "get it" too. So, it is a meaningful and useful figure to see.
