Confused about the dice handling

I watched the video. Great quality. Thx for sharing.

I was amazed how the dice were handled at the end of each move. Instead of hitting the clock the dice were put on the bar before.

Is this standard in Japan (or anywhere else)? I think this makes arguments about illegal moves more difficult.
