I think the issue is a matter of priorities - making the 2 vs. keeping what we have vs. avoiding burial of checkers. Making the 2 is not the higher priority, because given that we have building material left, we will make it. Keeping what we have and avoiding burial is the higher priority, because once we give up points and bury material, we can only rebuild with new checkers that need to come from a looong way.
